Formation of core Groups/Committees at SSA level: Circular to District/division/branch Secretaries regarding formation of core committees at SSA level as decided in the Chandigarh CWC meeting in order to suggest ways to reduce land line closure, reduce operational expenses, check revenue leakage and corruption, methods to strengthen marketing and market our products and study different schemes and make alternative suggestions etc: All the DS are requested to please form Core Groups/Committees at SSA level comprising of experts from different areas to workout strategy and different schemes to be introduced at SSA/Circle/CHQ level. Committee can be formed of 3 to 7 members depending upon need and requirement. At least one meeting of that committee should be held in every month. DOT vide order no 40-12/2007-Pen(T) dated 5th Jan. 2009 reiterates that the Govt shall take full responsibility of payment of pension (including family pension) to all the employees of DOT absorbed in BSNL under the statutory provisions of sub rule 21 of Rule 37A of CCS pensionary rules 1972, regardless of whether BSNL is in a position to make pensionary contributions to DOT or not. This is an extremely positive development and sets at rest all the doubts about the responsibility and role of Govt to pay pension to all those absorbed in BSNL from DOT. Association has had been tirelessly struggling to get this clarification issued for the last more than two years.<<Click>>>

Details of AIC report from 13th Dec, 2008 to 17th Dec, 2008:
Pre-AIC CWC on 13th December-2008: Pre-AIC CWC meeting was held in the Hotel Tulsi. This meeting was attended by only Com.Pallab Bose Circle Secretary from UP (East). All CWC members of UP (East) Circle could not attend Pre-AIC CWC meeting as they reached one day after this meeting. Discussions on GS report and many other important issues including MT recruitment, Group-A RR, Promotion policy and proposed new Pay Panel recommendations/decisions were held. Com Pallab Bose CS participated in deliberations.
On 14th December-2008: Morning 10:00 hrs XXVII AIC was inaugurated at Satyam Shivam Sundaram Auditorium with flag hoisting by CHQ President Com.S.L.Reddy. In the morning session, Com.G.L.Jogi, GS submitted his report. In afternoon session, Hon’ble Shri Rajendra Singh Director (Commercial & Marketing) BSNL Board inaugurated Delegate session & Hon’ble Member of Parliament Smt Jaya Ben Thakker was the Chief Guest of the delegate session. Other special dignitaries who attended and addressed the delegate session were Shri Satyapal CGMT Gujarat Circle, Shri Ramakant Sharma PGMT Vadodara, Com. Rakesh Pandey GS CPSU Executives Association, Com.W.Seshagiri Rao, and President NCOA.
OPEN SESSION on 15th December-2008: Colourful Grand OPEN SESSION was held from 11:00 hrs on 15th December-2008, many distinguished well known personalities including Chief Guest Hon’ble CMD BSNL Shri Kuldeep Goyal, Shri Satyapal CGMT Gujarat, Shri S.K.Bhandari PGMT Ahmedabad, Shri Ramakant Sharma PGMT Vadodara, Com.Prahlad Rai GS AIBSNLEA, Com.A.K.Kaushik GS TEAM New Delhi, Com.S.N.Prasad GS MTNLEA Mumbai, Com.V.K.Tomar General Secretary MEA Delhi, Com.W.Seshagiri Rao President NCOA, apart from GS SNEA(I) Com.G.L.Jogi and President SNEA Com.S.L.Reddy. More than 1500 delegates from across the country participated in the AIC.
In Delegate session, discussion were held on many important issues including MT recruitment, Group-A RR, Promotion policy and proposed new Pay Panel recommendations. Com Pallab Bose CS & Com A.K.Trivedi strongly protested on “Adhoc” word in Group-A RRs and also opposed the MTs recruitment.
On 16th December-2008: In delegate session discussion were held on Disinvestment, Financial Viability of BSNL, EPF, Group Insurance, BSNL Medical Scheme, Pension in BSNL under rule-37A , Organisational matters and many other important issues. After delegate session election of CHQ office bearers were held. On 17th December-2008 XXVII AIC at Vadodara Concluded: All India Conference of SNEA (I) Concluded after one day extension on 17th morning at about 02-00 hrs. After successfully completing the AIC, Com Pallab Bose Circle Secretary UP (East) congratulated all newly elected office bearers of our Central Head Quarters on behalf of UP (East) Circle and assures as ever, full and total committed support from UP (East) Circle. He also express sincere thanks to Com B.G. Patel and comrades of Gujrat Circle especially the comrades of Varodara Telecom Circle for organising AIC in an excellent way.

A Day Long Dharna and massive Lunch Hour Dharna Demonstration by a huge gathering of executives of BSNL under the banner of “UNITED FORUM OF BSNL/MTNL Executives’ Associations” UP(E) circle was held at Circle Office compound Lucknow, on 8th December 2008 and demanded “Immediate repatriation of all BSNL/MTNL absorbed executives back into DOT at par with Group-A officers” who even after passing of number of years together are still on Deputation in BSNL/MTNL.

Shukla, ACS met CGMT UP (East) to discuss on the following long pending issues and requested for his immediate intervention. >>>> Click for letter .(1) Renewal of Local officiating promotion in the cadre of SDE and DE: - We requested to CGM to renew Local officiating promotion in SDE and DE well in time. (2) Additional Local officiating promotion in SDE and DE: - We expressed our serious concern against delay in issuing the fresh officiating promotion order from JTO to SDE (T) and SDE (Telecom) to DE. We apprised him that most of the SSAs have not sent required formalities of their Eligible executives till date. (3) Time Bound promotions: - We expressed our serious concern against delay in implementing Time bound promotions of the executives of UP (E) which was due to negligence of DPC cell of Circle office. (4) E1 to E2 and E2 to E3 financial up gradation Training : We request to initiate appropriate expeditious action to sent eligible executives in financial up gradation training. Most of the seats are not utilizing by our Circle. Also training information are not being circulated to concerned SSAs in well in time. (5) Consideration of request transfer of Executives:- We request to consider the request transfer of Executives who are still waiting.. Hon’ble CGM has assured that he will speak to concerned officers in this regard. (6) Modification of posting order of SDEs under 25% LDCE on promotion: We request to consider the request of the JTOs who have been transferred on promotion for the post of SDE under Competitive Quota. (7) Pending case related to Deoria SSA: We again reminded to resolve the cases of Deoria SSA.

Delegates for AIC should be strictly as per SNEA(I) Constitution clauses: CS informed GS that many of districts of UP(East) Circle are pressing hard for allowing more number of representatives in the forthcoming AIC at Vadodara from their Districts either as Delegate or Observer. GS categorically told that it is not permissible and Not allowed and instructed to send the delegates strictly as per provisions of SNEA Constitution, according to which only one delegate is allowed for every 30 paid membership at CHQ. Accordingly all the district secretaries are requested to please respect the constitution and elect/select/nominate delegates as per paid membership quota to the CHQ.

Local officiating promotion of JTOs to SDEs(T) & SDE(T) to DE: After interference of our Association it has now been decided that to make the process easier and to minimize the delay in granting of local offg. Promotion, now the grading of ACRs will be done by the respective Unit/SSA head for the last five years and on the basis of grading of ACRs, recommendation of the unit/SSA head is to be forwarded to the CGMT UP(East) in the modified ‘Special Report’ proforma along with disc/Vig. clearance proforma & stay particulars . All DS are requested to ensure that respective Unit/SSA head should forward the required information well in time.

CS Tour of CHQ, New Delhi: Meeting with Com G.L.Jogi, GS: Com Pallab Bose, CS along with Com V.M. Singh District President, Com M.Vishwakarma DS Varanasi met with Com. G.L.Jogi, GS on 06th Oct-2008. Discussions were held on various current problems and issues related to Executives of UP(East) Circle. Meeting lasted for more than 2 hours, the important issues discussed in brief are:
1. Missing names in All India Eligibility lists of JTOs (T): CS had given details of missing names of JTOs of UP(East) Circle in all India eligibility lists. 2. E2 to E3 financial up gradation training at RTTC Lucknow- 450 eligible SDEs of UP(East) Circle are waiting for the E2-E3 training since long time. ALTTC Ghaziabad/BRBRAITT Jabalpur is allotting only average 05 seats per month to our Circle for this training. This process will take 7 – 8 years to impart E2 – E3 training to 450 SDEs of UP(East) Circle. This training may be started at RTTC Lucknow, so that all 450 eligible SDEs of UP(East) Circle could get the required training within a maximum period of two years to qualify them to earn increments as well as it will save the huge financial expenditure (Traveling Allowance etc.) of BSNL. 3. Relaxation in Passing Standard: CS asked for some relaxation in passing standard of LDCE like relaxation of marks in paper-1 and paper-2 so that all the remaining vacant posts may be filled.
4. Issue related to LDCE passed SDEs; (a) Releasing Orders for promotion of LDCE passed Executives: GS told that because of Court case filled by one Association in Rajasthan, BSNL had asked for legal opinion and SNEA is pressing hard for early orders and if Legal cell fails to give clear cut favorable opinion, Associating may also intervene. . (b) Posting of LDCE passed Executives within UP(East) : CS requested for retention of all LDCE cleared JTOs on their promotion as SDE within UP(East) Circle as there is huge posts of SDE are lying vacant in UP(East) Circle.

Issues related to SSA Varanasi: CS drawn attention of GS over unnecessary interference of local political workers of Varanasi SSA in our day to day working in addition they are also pressurizing the BSNL management to harass our members. CS requested GS for his immediate intervention. GS assured that Associating will intervene and will do the need full and would also discuss this issue with Director HRD. . *********** Meeting with Director (HRD) /BSNL: Com G.L.Jogi, GS along with Com Pallab Bose, CS met Director(HRD) and discussed following issues elaborately on 7th Oct-2008 at Delhi. DDG(P) and Jt DDG(P) were also present in the meeting: A) Finalization of Gr A RRs based on the agreement with the united forum of executives of BSNL: We impressed upon Director(HRD) to take immediate action to promulgate Gr A RRs in line with the understanding reached with the united forum of executives. Besides, we informed Director(HRD) that some of the aspects of RRs like qualification, age etc. for internal competitive examination for MTs which were left uncovered in the understanding and on which we were specifically assured of discussion at the time of framing and promulgation of Gr A RRs need to be discussed. Director(HRD) assured of further discussion on these issues very shortly. B) Holding of DPC from TES Gr B to adhoc STS: Director(HRD) directed DDG(P) to initiate immediate action to fill up about 1500 STS posts on adhoc basis. DDG(P) assured that action to initiate DPC would be taken very shortly. C) Expediting holding of seniority cum fitness DPC from JTO to TES Gr B: DDG(P) informed Director(HRD) that practically no Circle has sent so far the information that BSNL hqtrs. has sought for in regard to correction of EL circulated by Hqs. However, DDG(P) informed Director(HRD) that within ten days heads of Circles would be asked to send the CRs for processing and going ahead with the seniority cum fitness DPC. Director(HRD) directed DDG(P) to treat this issue on utmost priority. D) Restoration of seniority of 1966 SDEs: We very strongly protested over the delay in restoring the seniority of 1966 SDEs despite clear cut Court directions from Ernakulam and Delhi High Courts, quashing reversion of these 1966 SDEs. DDG(P) categorically assured that within fifteen days action to restore the seniority of 1966 SDEs would be taken. E) Issuing of promotion orders from JTO to TES Gr B against competitive quota: DDG(P) informed that he is making best efforts to issue the orders as early as possible and is in constant touch with the legal cell of BSNL Hqs to break the impasse created by direction issued by Rajasthan High Court. We urged upon Director(HRD) to expedite issuing of orders by taking appropriate action. We also informed Director (HRD) that if things are delayed too much, then Association will get impeded in Rajasthan High Court.

Neeraj Verma, DDG (Training): Com A.A.Khan AGS along with Com Pallab Bose CS met DDG (Training ) on 8th Oct. 2008 and discussed elaborately on BSNL training quality, Course materials, and delay in financial up gradation training i.e. E1-E2, E2-3, E3-E4 and E4-E5.—DDG (training) told us that he is not getting feed back from any CGMs/training centres, however he assured to look into the matter.

E2 – E3 Training at RTTC : CS Writes to GS on E2 to E3 financial up gradation training at RTTC Lucknow – 450 eligible SDEs of UP(East) Circle are waiting for this training since long time. ALTTC Ghaziabad/BRBRAITT Jabalpur is allotting only average 05 seats per month to our Circle for this training. This process will take 7 – 8 years to impart E2 – E3 training to 450 SDEs of UP(East) Circle. Complete need of imparting E2 – E3 training at RTTC Lucknow so that all 450 eligible SDEs of UP(East) Circle could get the required training within a maximum period of two years to qualify them to earn increments as well as it will save the huge financial expenditure in TA. Evaluation of LDCE Paper-II: CS Writes to GS on Irregular and incredible marking pattern observed in paper II of TES Gr B competitive examination. Most of the candidate are failed by 1 to 5 marks. CS requested for some relaxation in passing standards of LDCE like relaxation of 5 marks.

We apprised him that the DPC is being delayed due to negligence of concerned officers. (5) Local officiating promotion in JAG from Adhoc DEs : We reminded that the number of JAG posts are lying vacant in UP(East) Circle. These posts may be filled by local officiating promotion from adhoc DEs. This will help in improving the services and rapid development of the UP(East) Circle. We also informed that most of the adhoc DEs are getting JAG scale, so there will be no aditional financial burden on BSNL due to Local officiating promotion in JAG from Adhoc DEs. (6) Time Bound promotions :- We expressed our serious concern against delay in implementing time bound promotions of the executives of UP(E). 7th of September 2007, from 11.00 hrs to 15:00 hrs in the premises of Various

concerning with the financial viability of BSNL. From our side Com. S.L.Reddy
spoke mainly on viability of BSNL and Strongly advocated for ITS absorption
at the earliest. Com. Khan, AGS presided the function along with
representives of other Unions/Associations each. GS could not attend the
function due to recurring sprain in his leg. Com. Pallab Bose,CS UP(E), Com.
V.K.Yadav, CS UP(W) and Com. Dahiya, CS(Haryana) along with comrades of their
Circles also attended the convention. At the end Com. Anupam Kaul ,CS , The
National Convention unanimously adopted the following declaration>>>>>>>>>>. 07/09/2007 Submission before 2nd pay panel: Association made a comprehensive
power point presentation before 2nd pay panel committee covering
all vital issues relating to growth of BSNL, its income, revenues, profits
and growth of its cellular and wired lines. Presentation also focussed on the
future challenges and objectives of BSNL and our role in achieving those
objectives. Important observations and questions were raised by the members
of the committee on the issues of growth of BSNL and how to accomplish
sustained growth in BSNL. Interaction
with the members of the committee was quite absorbing, resulting in a lively
and fruitful discussion on issues of ending of disparity in pay scales of
executives in MTNL and BSNL, IDA pay scales projected by us w.e.f
1.1.2007 and the criterion arrived at in formulating these scales, removal of
ceiling on gratuity, maintaining of ratio between the lowest and highest paid
employee and executive in the organization, granting of broader flexibility
to the Managements of CPSUs to decide pay scales within broad guidelines of
the pay committee, recommending open ended pay scales to avoid stagnation,
granting of increments as percentage of basic pay, merger of 50% IDA with
basic, granting of interim relief, bringing about complete parity between CDA
and IDA etc. On all these issues very interesting discussion took place and
searching questions were asked by members of the committee on some of these
issues. We
are quite satisfied that we could finish our brief power point presentation
running into 40 pages well in time and were also in a position to elucidate
on the issues contained in the presentation and respond to the queries
raised by the members of the committee. Association
side was represented by Com W. Seshagiri Rao, Com S.L Reddy, GS, Com
A A Khan and Com Rakesh Mehta. All the members of the committee,
including its chairman, were present. Com W.Seshagiri Rao responded to many
important queries in an ideal manner. We
have prepared two sets of colourful and informative reports for consideration
of the pay committee, one an exhaustive one running into 90 pages and the
other a brief one on the basis of which power point representation was made,
running into 40 pages. Both these reports are available in our site for the
benefit of our members and others also. We request the PAY REVISION
COMMITTEE to consider and recommend favorably our following major
issues. •
Ending disparity in pay scales with MTNL. •
IDA pay scales w.e.f 1-1-2007 based on the criterion of multiplying IDA pay
scales as on 1-1-1997 by factor ranging from 3.45 to 3.86. •
Rate of Increment should be 5% of basic pay. •
Merger of 50 % IDA with Basic Pay w.e.f. 1-1-2005. •
Autonomy to BSNL Board for deciding pay packages based on guidelines issued
by Government. •
Periodicity of pay revision should be once in 5 years. •
The ratio of B.P. between the highest and the lowest paid employee should be
10:1. • To
make IDA and CDA base same. •
Interim relief @ 30 % of salary w.e.f 1-1-2007. •

resolved, the strike shall continue indefinitely. Prior to going on strike on
11th July, 07 from 0600hrs, following mobilization programmes have
to be observed. A) Massive lunch/closing
hr demonstrations at CGM/SSA level along with wearing of black badges on 6th
and 7th July, 07. B) Full day dharna on 9th/10th

not settled. We have to make the programmes of organizational

compulsion on MOC & IT to immediately act and decide on the highly delayed
issue of placing purchase order for procurement of complete
45.5 million GSM million lines. We are all fully aware about the
threatening consequences of continuing delay in procuring GSM equipment and
the great impending danger of cancellation or modification of already
approved tender. Any GSM equipment not inclusive of 3G component is
meaningless and shall be totally disastrous from point of view of future
growth of BSNL. We have to take great effort to explain the implications of
the delay in purchase of equipment and also of cancellation or modification
of the tender. Modification of the tender by
eliminating 3G component is going to be most dangerous. Our role and
responsibility in this crucial struggle is simply going to hold the key. We
have to understand and recognize the critical position that we hold and the
strategic and cohesive role we have to play in the context of complete

spread Organizational preparation and intense mobilization at the grass root level
for success of the struggle should commence immediately. Make Lunch hour
demonstration on 25th June,07 and day long dharna on 29th
June,07 at SSA/CGM Hqs a complete success. Time to launch struggle for
survival of BSNL has come. Let us rise to the occasion in the most befitting
and valiant manner, take the lead and lead others to create awareness among
them to join the struggle. Let us pledge our selves to the struggle for this
unending and continuous struggle is going to secure our future by way of defeating
the policies which are making BSNL hollow. BSNL is
displaced to 3rd position in GSM Sector and 4th
position in Cellular (CDMA+GSM) Services. Let us create tremendous
compulsion on the authorities in DOT/BSNL to act and act decisively to place the purchase order for immediate procurement of
45.5 million GSM equipment. Any further delay in placing the purchase
order will mean death for us. Let us not allow BSNL to reach point of
bankruptcy. Let us fight it out in the most committed manner and thus protect
BSNL as well as our bread and butter under all circumstances. Our solidarity
and resolution shall surely defeat the diabolical designs of all those who
are deliberately trying to push our beloved Company to a point of no return.

instructions of SNEA(I) CHQ, New Delhi.

Hon'ble CGMT UP(E) has issued instructions to all SSA Heads, to implement the
Time Bound/Post Based Promotional Policy of Executives not latter than 15th
April 2007 by all means and a compliance report to this effort is sent to the
GM(Admin) O/o CGMT UP(E) circle by fax on 16th April 2007. All District Secretaries be insured that Time
Bound/Post Based Promotional Policy of Executives in their SSA must be
implemented by 15th April 2007 positively. 05/04/2007 After Consistent effort
made by Association SNEA( 03/04/2007 Circle Secretary along with
Com Dipesh Chandra Shukla ACS met Hon’ble CGMT UP(E) and discuss the
following issues: 1. Officiating
promotion (renewal) of JTO to SDE and SDE to DE:- CGMT
informed that officiating promotion order will be released today positively. 2. Implementation of Time Bound Promotion/ Post
based Executive Promotion policy for grp-B level officers of UP(E) circle:- CGMT
informed that management has already taken expeditious action which will be

Residential Service Telephone Connection (RSTC) of executives:- Association
urged CGMT that due to delay in sanction of Service GSM connection with CUG
facility under plan-525 causing excess billing on their RSTC. Association
requested to restore all disconnected RSTCs immediately and also requested
that excess call made on RSTCs may kindly be counted w.e.f. the date on which
CUG facility will be implemented. CGMT assured all disconnected RSTCs will be

promotion of JTO to SDE(T) and SDEs to STS(DE), have yet not been received in
Circle Office UP(E). District Secretaries are requested to arrange to send vigilance clearance proforma of their

colorful manner at khalilabad. The Open session was addressed by Com. Pallab

against the executives of Regarding SIM of Circle Office/Civil,

CGMT UP(E) and discusses the ugly situation created by GMTD Com. T.S. Chauchan Area Secretary visited 09-Mar-2007 Officiating promotion

Circle Secretary requested to GM(Admin) for issuing local officiating list of
